Make tender evaluation consistent and reviewable

Agree criteria before scoring and preserve the reasoning behind the recommendation.

UNDERSTAND THE CONCEPT

Tender evaluation translates requirements into a documented comparison of offers. Start with mandatory conditions, then use the disclosed evaluation method to assess qualifying responses. Criteria may cover technical suitability, delivery capability, service support and commercial value. Define the scoring scale and evidence expected before evaluators see the bids. If weighted scoring is used, weights should add to the agreed total and the calculation should be transparent.

Normalize the commercial comparison for scope, exclusions, delivery terms and operating assumptions. A low purchase price may omit installation or essential support. Record clarifications consistently and preserve the link from each score to the evidence supporting it. Evaluators should declare conflicts and resolve differences through a documented process. The recommendation should explain why the preferred offer meets the requirements and offers value, including important risks; a spreadsheet total alone is not a sufficient account of the decision.

Questions to take back to your team

  1. Were criteria, weights and scoring guidance agreed before evaluation?
  2. Are prices compared on equivalent scope and assumptions?
  3. Can a reviewer trace each score to evidence and rationale?
